Place the rice in a bowl, fill it with water, swirl the water around with your hand, and then drain. Repeat this process 2 to 3 times until the water looks clear. Drain the rice well.
Combine the rice with boiling water in a microwave-safe bowl.
Place a plate over the bowl and set another plate beneath it to catch any potential water leakage during the cooking process.
Microwave the rice on high for 10 minutes. Afterward, fluff the rice, cover the bowl again, and microwave for an additional 3 minutes (mine is 700 watts).
Finally, let the cooked rice rest for 5 minutes.
Cook the beef and assemble the rice bowl:
Heat 1 tbsp cooking oil in a pan. Add minced garlic and lemongrass, sauté until fragrant.
Add the ground beef and cook over medium-high heat.
When the beef is halfway cooked, season it with oyster sauce, fish sauce, sugar, and Vietnamese 5-spice powder to your taste. Avoid overcooking the beef.
